The Secretariat
A Secretariat composed of academic experts and professional diplomats supports the Commission. The Secretariat is hosted by the Paris Peace Forum, an international civil society organisation committed to improve global governance.
Executive Secretary
Jesse Reynolds, PhD
Dr. Reynolds has worked at the intersection of environment, technology, and policy for more than two decades. He is the author of The Governance of Solar Geoengineering: Managing Climate Change in the Anthropocene (Cambridge University Press). Prior to his position at the Climate Overshoot Commission, Dr. Reynolds was an Emmett / Frankel Fellow in Environmental Law and Policy at the University of California, Los Angeles School of Law. He has degrees from Tilburg University, The Netherlands; the University of California, Berkeley; and Hampshire College.
Director of External Relations
Khalid Tinasti, PhD
Khalid Tinasti is also a research associate at the CCDP at the Geneva Graduate Institute, a Visiting Fellow at the International Center on Drug Policy Studies at Shanghai University, and taught international drug policy as a Visiting Lecturer at the Geneva Graduate Institute (2021-2022). He is the former Director of the Global Commission on Drug Policy, and worked as an independent consultant for IOs and as a Press and Communications Officer in the office of the Minister of Urban Cohesion (ministre de la Ville) in France.
Operations Manager
Sophia Luisa La Marca, M.Sc, LL.M
Sophia La Marca is a young professional with experience in project management. She worked among other things for Operndorf Afrika, a project by Christoph Schlingensief supporting cultural exchange between Africa and Europe. With a specialization in security studies, she holds a Master of Laws from Vrije Universiteit Amsterdam, and a Master of Science from Universidad Pompeu Fabra in Barcelona. She was invited to the Europeaum Spring School at University of Oxford as part of her research on EU mediation efforts.

Adrien Abécassis
Adrien Abécassis is a career diplomat, a former senior advisor to the French President, and currently the Chief Policy Officer of the Paris Peace Forum where he leads the team dedicated to incubating and running wide-ranging initiatives strengthening the governance of global commons. He has worked for 15 years in international policy, science and technology policy, and global governance. He was an Emmett Fellow in Environmental Law and Policy at UCLA and an International Affairs Fellow at Harvard University.
Research Director
Joshua Horton, PhD
Dr. Horton is the senior program fellow for solar geoengineering at the Mossavar-Rahmani Center for Business and Government at the John F. Kennedy School of Government, Harvard University. He conducts research on solar geoengineering policy and other aspects of global climate governance. He previously worked as a clean energy consultant for a global energy consulting firm. Dr. Horton holds a PhD in political science from Johns Hopkins University and was a postdoctoral research fellow at Harvard Kennedy School’s Belfer Center.
Communications Officer
Annelle Lilibeth González, M.A.
Annelle Lilibeth Gonzalez is a career professional in the international relations field. She has worked with NGO's, higher education in study abroad, and the UN system. Specializing in analysis, project management, research and communications. She has completed a master’s program in International Affairs at the American University of Paris with a focus in diplomacy, human rights and history. Her current priority is on global initiatives and policy that target human rights, and climate change.
Administrative Assistant
Zarah Kandjee, M.Sc,M.A., Lic.PS
Zarah Kandjee graduated in a double master’s program in European and International Studies at the Institute of European Studies of the University of Paris VIII, as well as in Diplomacy and Strategic Negotiations at the University of Paris-Saclay. Furthermore, she wrote her master thesis on the subject of "the restitution of cultural property”. She has a passion for international relations and geopolitics.
